What you should preferably do is to use dry, soft, lint-free cloth to wipe the dirt off your display.  Also, a mild solution of soap water could be used if you need to.

In case you find the dry cloth you use isn’t helping much, you can resort to using another cloth too dipped in a solution of diluted dish soap and warm water.

Once the first layer of dust goes off, you can dip another cloth in your dish soap solution, wring it out, and gently wipe.

Proceed further by rinsing the soapy cloth, and wiping the screen to remove any soap residue. Now get hold of a dry soft cloth wipe the display again. See the sparkle on your PC monitor now.
